THE ORGANIZATION

The United States Institute of Peace (USIP) is an independent, non-partisan, federally funded organization established and funded by the U.S. Congress to increase the nation’s capacity to manage international conflict without violence. USIP was founded in 1984 to:

  • Prevent, mitigate and resolve violent international conflict;
  • Provide analysis on the root causes of conflict;
  • Increase peacebuilding capacity, education, tools, and intellectual capital among practitioners and the American public.

SUMMARY
The United States Institute of Peace (USIP) seeks a Country Representative (CR) to be based in Yangon. The Country Representative will manage operations and support programmatic activity the Institute undertakes in Myanmar under the supervision of the Vice President (VP) of USIP’s Asia Center and in close coordination with the Myanmar program manager within the wider program team at USIP who work in the country. The Country Representative will serve as the point of contact for USIP in Myanmar. The Country Representative will supervise USIP program staff (currently one program specialist) in consultation with the Washington-based Vice President of the Asia Center.
MAJOR DUTIES AND RESPONSIBILITIES
Program Management:
•    Working under the supervision of the VP, the CR will contribute to USIP’s understanding of conflict-related issues in Myanmar, the conceptualization and design of USIP programs in Myanmar, and, as designated, the effective operations of USIP’s presence in Myanmar.
•    Ensure the effective functioning of USIP programs from inception to closeout, including supporting and guiding the program staff in the project design cycle, managing relationships with partners, and overseeing evaluations and other learning products such as research publications emerging from the programs.
•    Propose new areas for USIP programming that fulfills USIP’s overall strategic goal of ending violent conflict in Myanmar.
•      Manage partnerships with US embassy and federal agency counterparts, including communicating work that is currently being supported, developing ideas for potential programming, and assisting in drafting of concept notes and funding proposals.
•    Provide sound management and oversight of USIP’s finances and procurement  in the field; ensure that proper accounting and reporting procedures are observed at all times and information is reported to USIP headquarters in accordance with USIP financial and procurement policies and procedures.   
•    Support the travel of Washington-based and local USIP staff in Myanmar and around the region, including scheduling meetings and ensuring logistical arrangements by the staff is in order.
•    Manage all aspects of USIP’s security profile in Myanmar and maintain a high level of security awareness/preparedness at all times in conjunction with security advisors in Washington, D.C.
•    Support the management of the staff based in Yangon (currently one program specialist) including mentoring and enabling professional development opportunities for the staff.

Representation & Communications:
•    Represent USIP to the media, civil society, diplomatic community and the Myanmar government.
•    Participate in events and panel discussions as a moderator or speaker.
•    Conduct research and/or draft policy papers and blog posts for publication by USIP in accordance with expertise and experience.
•    Prepare and disseminate timely reports to USIP-DC and to other entities as appropriate.  
•    Be available for travel both inside and outside Myanmar as required.
•    Perform other duties in consultation with Myanmar team members.

QUALIFICATIONS
•    Master’s degree in social sciences, humanities, or international relations/conflict management is required; or equivalent experience in a related field.
•    Minimum of five years of experience in at least two of the following areas: contract/grant management, economic development, community development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities.
•    Must have a proven track record of 2+ years of supervisory or management experience.
•    Must have experience working with government officials, local and international relief agencies, and military authorities; prior experience in program and operations management in the region, ideally in Myanmar.
•    Knowledge of the local culture and conflict management techniques.
•    Must have excellent political analysis and reporting skills.
•    Must have demonstrated ability to operate independently in complex and difficult situations with minimal home office support; must have the ability to manage field staff and field programs in transitional environments.
•    Must have financial management experience including successful experience managing program budgets and finance systems, or operating an organization.
•    Must be creative and have excellent presentation and analytical skills.
•    Must have the ability to operate with high levels of autonomy and responsibility in a stressful setting while exercising sound judgment in politically charged and challenging security environments.
•    Must have the ability to maintain morale among staff in a difficult work environment.
•    Must have excellent teambuilding skills, quick judgment, and negotiation skills.
•    Must have excellent oral and writing communication skills, including the ability to deal with counterparts on both the lowest and highest political, social, and economic levels.
•    Ability to speak or willingness to learn Myanmar language.
EMPLOYMENT TERM:This is a (Full/Part)-Time Term position. The initial term of the position will be determined subject to the availability of secured funding, and is eligible for renewals based on continued funding.
All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.
Compensation is commensurate with qualifications and experience.
